A Project that is not assigned to any Portfolio shows up in every Portfolio. Project>>Project Name>>Setup>>Check one or more Portfolios.

Time Basis Billing Rates are applied to Time Basis Project Parts. Fixed fee Project Parts do not have Time Basis Billing Rate assigned to them.
